The ProCHRT taskforce was established in 2009 to deal with the various human resources issues plaguing America's public safety communications centers, specifically reviewing the challenges affecting 9-1-1 Public Safety Communication Centers (PSCC) across the country. Issues studied include basic training requirements, proper shift work alignment and years of service required to receive a full retirement.

Support 911 Public Safety Telecommunicators!!!
The Florida Chapter of APCO has been working diligently with Tallahassee consultants to make a retirement dream a reality. For the second year a bill with be presented to Florida legislators in an attempt to move certified public safety telecommunicators who were enrolled in FRS prior to July 1, 2011 to the Special Risk category. The goal is to allow PSTs who meet this criteria the opportunity to retire in 25 years instead of 30 without penalty.
We have sponsorship in the Florida House with Representative Narain and in the Senate with Senator Altman. Our bill is currently being drafted and will be assigned numbers soon. In the mean time, to get an idea of the wording, HB 1037 is attached. These are our talking points:
* 911 Operators/Dispatchers are the first, first responders
* High rates of PTSD and depression, in line with law enforcement
* Necessary for professional retention and efficiency
* Would only apply to those enrolled in FRS prior to July 1, 2011
* The bill would impact around 3,000 public safety telecommunicators, spread across 67 counties, across 22 years
* Does not include an increase in percentage, only the ability to retire in 25 years without penalty
